Born in Washington DC to an American father and an Indonesian mother, Chelsea moved to Jakarta to start elementary school and stayed until she finished high school in Mentari International School.[5] Before entering the cinematic industry, she pursued theater world.

In 2013, she debuted at the professional film industry while playing a role as Annalise in Refrain.

She is a Catholic. As of October 2017, she is in a relationship with Daffa Wardhana, a son of Indonesian senior actress Marini Zumarnis.

On the 88th anniversary of the Hari Sumpah Pemuda (Youth Pledge), on 28 October 2016, Chelsea and her friends established a youth community called "Youth of Indonesia". The community activities are encouraging young people to compete and protect and care for pluralism and other national values. "We should be proud of Indonesia and have to contribute to Indonesia. The younger generation is the agent of change for a nation, and this is where we established Youth of Indonesia," said Chelsea who is the President of Youth of Indonesia. For her contribution to the youth community, she was rewarded for Innovative Young Leader in the event 2017 Southeast Asia Leaders Summit which was held at Kompleks Parlemen, Senayan, Central Jakarta, in April 2017.
